Greenlee (Rockford, IL) and Challenger Tool are 2 well known suppliers for D-subminiature punches.

After the 2008 Wall Street crash,
 I picked up a used DE-9 punch for around $100, that us about the cheapest you will see them used.
DB-25 may be a bit cheaper as used, but I set a purchase limit of $200 fir these Greenlee or other punches.
