apt-get install ser2net
Then edit /etc/ser2net.conf to look something like
2000:telnet:0:/dev/ttyUSB0:9600 8DATABITS NONE 1STOPBIT banner
All the fields mean pretty much what you think. And this isn't a PDP-8
Then telnet to port 2000
