Run your themal stats, I remember a long time ago doing something questionable with a TO-92 transistor in a RF amp for a ham radio rig where the junction temp was only safe when the outside air temp was below 10C or something technically possible but not really very realistic. Two TO-92 may end up taking up less space than one TO-92 with a big clip on heat sink.
