Sounds like they need bleeder resistors on the big caps.

Yes, this is a very nice frame.  I have one.  If you buy it, just be careful.  The power supply has quite a "bite" even after it is powered off.  It might be a good idea to get one of the bus monitor cards that are offered here to be able to monitor the +8, +/-16 rails after the box is turned off.  Mine motors on for 3 to 5 minutes after!!!
