I’m surprised Frank, because the AMD PAL data book says they have internal pull-ups – at least for PAL’s are GAL’s different

Please note that all GALs need defined logic levels on all input pins (also unused ones) while testing on the bread board.
My experiences in testing the programmed GALs shows this. I end up with pullup resistors to +5V on all inputs.
