I just got s copy of the Altium Circuit maker beta. It is a free and unlimited, basicaly the same as Altium Described gner Pro with the exception that what you make is stored inthe built in cloud interface and you need an internet connection to use it. 

Here is a link to the info page about it. I would be willing to let someone use my login until it is out of beta to test it out.
