The DXF is metric. If you read it in your favorite CAD-program with mm-dimensions you are able to take measurements.

FR4 material is not a good idea, when you tapping the threads into, because of the glass.
I use HGW2082, which is a cotton/phenolic laminat (a wonderfull material).
